This appears to be a valve house - maybe disused - for the Vrynwy Aqueduct pipeline that passes under the River Mersey at this point. "LCWW" is presumably Liverpool Corporation Water Works, the date is 1938 (which is a strange date as the Aqueduct opened in the 1890s). There is a similar building on the other side of the river.
